Primary Purpose: This position is responsible for developing and maintaining systems that support administrative aspects of implementation of national programs within the Refugee and Welcome Services (RWS) department. This includes ongoing tracking, processing, and support of financial, human resources, IT, training, and other administrative functions. This position liaises closely with CWS finance, human resources, and other shared services teams and supervises the RWS Senior Learning and Development Specialist.


Essential Duties:

  • Develop an understanding of CWS programs and policies, and ensure access and awareness by RWS staff.
  • Create standard operating procedures (SOPs) for the RWS team including SOPs linking to CWS policies and shared services departments.
  • Promote an environment of compliance that ensures that protocols and standards are followed in RWS programming, including funding requirements, restrictions and CWS administrative processes.
  • Provide training and develop platforms for RWS staff to access policies and procedures.
  • Support program teams to develop, review and modify program and annual budgets.
  • Review and analyze budget versus actual reports for project grants and advise program staff on spending plans.
  • Liaise with program teams and finance staff to maintain up to date staff allocations.
  • Respond to inquiries from affiliate and local office staff on financial matters, and liaise with finance and accounting colleagues as needed.
  • Create and issue regular financial status reporting updates to local offices and affiliates.
  • Assist with the development of partnership agreements and other similar documents.
  • Conduct financial and program compliance monitoring as needed.
  • Support unit recruitment efforts, including posting vacant positions, vetting resumes, scheduling interviews and processing new hire paperwork.
  • Oversee general onboarding and off-boarding for department staff, including development and monitoring of staff orientation and training plans, ensuring receipt/tracking of appropriate equipment (e.g., laptops, cell phones) and ensure that existing staff have up to date equipment.
  • Support purchasing supplies and equipment for the department in accordance with CWS policies and procedures, including facilitation of procurement committees and justification records.
  • Supervise Senior Learning and Development Specialist, and provide oversight to robust and compliant training for CWS local affiliate network staff in accordance with program grant requirements.
  • Ensure proper organization of resources and documents in SharePoint/Teams environments.
  • Other duties as assigned


Qualifications:


Experience:

  • Minimum of 3 years of experience required in non-profit accounting/finance and/or administration of nonprofits
  • Supervisory experience preferred
  • Local or national resettlement experience preferred


Skills:

  • Strong management and organizational skills required, including familiarity with financial and HR management systems.
  • Familiarity with government and private funding and contractual requirements preferred.
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities.
  • Ability to maintain a high performance standard with attention to detail;
  • Experience in general office work, processing information and materials and maintaining records and files;
  • Strong interpersonal and diplomacy skills; ability to work effectively with partners and teams;
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS;
  • Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential
  • Ability to work in a multi-cultural environment required.

Education & Certifications:

Bachelors degree or equivalent

  • This position is a New York City based role with the option for hybrid work flexibility. This is a transitional plan that will be finalized when the COVID-19 pandemic transitions to a more stable state. Employees wishing to maintain a hybrid work arrangement must be able to fulfil the following conditions:
    • Ability to work in the New York City office at least 4-8 times per month
    • Ability to maintain secure and appropriate personal work environment for day-to-day work
    • Access to strong and reliable internet access
    • Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information
    • Regular work hours must span core business hours 10-4PM Eastern time
    • Close proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences and other in-person engagements.
    • Must use CWS provided laptop and cell phone

  • Must be willing to travel to locations in national network to provide on-site support or monitoring on occasion
