Position Title: Director for Asylum and Border Services
Reports ToSenior Director, Migrant Services
Location: New York, NY; Washington, DC; or remote in CA, AZ, NM, or TX

Church World Service (CWS) is a not-for-profit organization working to eradicate hunger and poverty and to promote peace and justice around the world. Primary Purpose:
The Director for Asylum and Border Services manages the implementation of services provided by CWS and CWS affiliates to asylum seekers and other vulnerable migrants living in the US. S/he will also manage CWS’ portfolio of programming along the US-Mexico border, including support provided to locally-based partners offering respite and onward travel support to migrants upon their initial arrival to the U.S. This is a creative position which requires a high degree of flexibility, excellent problem-solving skills, and in-depth knowledge of the international and local circumstances surrounding asylum, migration, and humanitarian protection in the U.S. The Director for Asylum and Border Services reports to the Senior Director for Migrant Services and directly supervises the staff of the Asylum and Border Services team.

Essential Duties:

  • Oversee the implementation of CWS’ programs serving asylum seekers in the U.S., including national case management programs, national call center, and support to local partners across the US-Mexico border.
  • Provide leadership, guidance, support, and supervision to unit staff; as necessary, revise and revise work processes and job descriptions and assign responsibilities to ensure the smooth delivery of services and program administration.
  • Lead management of asylum and border services grants and contracts, including both public and private funding sources.
  • Manage program budgets and expenses to maximize impact and utilization of funds.
  • Ensure compliance with grants and contracts, including reporting.
  • Oversee monitoring, evaluation and learning activities to guide existing programs and identify needs for future programming.
  • Identify and assess emerging needs, service gaps, and strategic opportunities for CWS at the US/Mexico border and across the United States.
  • Develop partnerships with national and local stakeholders involved with asylum seekers, including national NGOs, international NGOs, UN agencies, CWS member communions, border organizations, government, and others.
  • Communicate with internal stakeholders within and outside of the IRP Division, to promote the successful operation of all programing.
  • Serve as a member of the IRP+ Leadership Team and work with colleagues to coordinate programmatic work related to resettlement and integration.
  • Travel to visit stakeholders, including border organizations and CWS offices and affiliates.
  • Perform other related duties and special projects as requested

Qualifications:
Education:

  • Bachelors degree in a related field required; advanced degree preferred.

Experience:

  • A minimum of seven years experience in working with displaced people required; experience at the national level and with the US southern border/asylum seekers preferred.
  • A minimum of five years management experience preferred;
  • Experience with program monitoring and evaluation required;
  • Strong organizational, diplomatic and priority-setting skills;
  • Commitment to diversity, equity, inclusion and anti-racism;
  • Strong oral and written communication skills;
  • Experience managing government contracts required.

Ensure and define processes for planning, evaluating, and managing CWS resources, staff, and information. Evaluate existing skill sets among staff and retool or redirect them to meet organizational needs. Balance vision and knowledge of effective business practices to implement CWS’s strategic plan.

Other Skills:
Strong organizational, diplomatic, and priority-setting skills are needed to provide oversight of IRP’s New York resettlement and processing staff. Strong oral and written communication skills. Ability to work as part of a team. Experience in working under pressure.
Ability to travel to locations within the United States and overseas as necessary.
