Location: U.S. Remote

Primary Purpose:
The Resettlement Coordinator oversees the service delivery and outcomes of the Reception and Placement (R&P) program throughout CWS’ resettlement network, ensuring sound oversight and sufficient technical assistance are provided for pre-arrival and post-arrival services. This position will supervise a Case Placement Specialist. This is a creative position which requires independent judgment on behalf of CWS and a high degree of flexibility, diplomacy, excellent problem solving skills and an in-depth knowledge of the circumstances surrounding refugee resettlement and integration in the U.S.

ESSENTIAL DUTIES

Lead the coordination of Reception and Placement (R&P) trainings for staff throughout the CWS network, including the New Director Trainings and Standardized Training Plan

Chair CWS’ Outcomes Working Group – providing CWS and its network with information and analysis on R&P program outcomes, and identifying areas for improvement

Assign tasks to Program Specialists to monitor service delivery throughout the network, including regular spot-checks of R&P Period Reports

Host bi-monthly calls with resettlement offices to provide technical assistance and support and review of capacity for new case placements

Utilize existing data to forecast information on arriving newcomer populations, assessing suitability of network sites for appropriate placement of newcomers.

Utilize available data and predictive analysis to forecast refugee arrivals, and provide local resettle offices with monthly reports for Quarterly Consultations.

Provide leadership, guidance and support to the Case Placement Coordinator, Site Liaisons, and monitoring staff to ensure all post-monitoring Action Plans are followed up with appropriate training and a resolution of findings.

Review and revise unit work processes and job descriptions, as necessary, and assign responsibilities to ensure smooth delivery of services.

Develop policies and procedures related to post-arrival services, and keep up to date the CWS Resettlement Handbook; as appropriate, contribute to the development of other policies and procedures.

Maintain CWS Home pages to ensure all resources are current

Assist in the development of reports and analyze CWS case placement and outcomes to identify challenges and inform the strategic planning process for IRP.

Anticipate barriers and opportunities related to successful integration of refugees in the United States and in collaboration with relevant CWS staff develop and implement appropriate strategies to respond.

Liaise with the Department of State, Bureau of Population, Refugees and Migration, Refugee Processing Center, and other resettlement agencies.

Provide technical expertise and support to CWS network staff on post-arrival issues.

Prepare briefing documents and other materials on arriving populations for use by the CWS network.

In coordination with the Senior Director for Resettlement and Integration and Director of Resettlement, research locations in the United States that might serve as appropriate resettlement sites and make recommendations for office openings. Travel to those locations as appropriate.

Represent CWS and IRP+ in meetings with internal and external stakeholders.

As appropriate, travel to current and potential resettlement sites in the United States to meet with stakeholders, evaluate capacity and offer training and technical assistance.

Perform other related duties and special projects as requested.

QUALIFICATION

Education:
Bachelor’s degree in a related field required; advanced degree preferred.

Experience:
A minimum of three years experience with refugee resettlement and integration programs required; experience at the local and national levels strongly preferred;

Management experience preferred;

Experience with program monitoring and evaluation required;

Experience managing government contracts required;

Strong organizational, diplomatic and priority-setting skills;

Strong oral and written communication skills;

Ability to travel to locations within the United States and overseas as necessary.

Ensure and define processes for planning, evaluating and managing CWS resources, staff and information.
Evaluate existing skill sets among staff and retool or redirect them to meet organizational needs. Balance vision and knowledge of effective business practices to implement CWS’s strategic plan.

Develop strategies to address and minimize potential risks in meeting organizational challenges, with respect and caring. Demonstrate wisdom and fairness in weighing recommended solutions to problems, considering core values, financial resources and organizational impact. Other Skills:
Strong organizational, diplomatic and priority-setting skills are needed to provide oversight of IRP’s New York resettlement and processing staff. Strong oral and written communication skills. Ability to work as part of a team. Experience in working under pressure.

Ability to travel to locations within the United States and overseas as necessary.
