Introduction

Primary Purpose:
CWS Asylum Services provides comprehensive support to asylum seekers in the United States. These multi-faceted services include supporting case management services in communities across the U.S. and remote support through the CWS Call Center. Case managers based in several cities across the U.S. connect asylum seekers to resources such as food, shelter, education in their local and offer assistance in navigating complex systems such as medical and legal through a 90-day program.

The Monitoring and Evaluation Manager’s primary role is to oversee and manage data collection protocols for CWS case management and call center programs. These include overseeing an expansive database with inputs for services provided through the case management and call center for the ultimate objective of strengthening services to asylum seekers in destination communities across the United States.

CWS seeks a motivated, flexible, and service-oriented individual to serve as a Monitoring and Evaluation (M&E) Manager. Strong technical skills (MS Office, database, and related software) are required. This individual must have the ability to work independently while coordinating regularly with a team remotely. Experience designing and implementing M&E systems is required.

The Monitoring and Evaluation Manager will be required to complete a background check and confidentiality agreement and will be expected to adhere to the CWS Code of Conduct.

Essential Duties:
Support the program teams in development of monitoring and evaluation of department goals, performance objectives, process indicators, and policy compliance for key activities of the CWS Asylum Services department
Develop and build out a data tracking system to track quantitative and qualitative data.
Oversee and create innovative accountability systems, taking into account feedback mechanisms from clients that CWS serves
Create and/or improve data collection tools for the purpose of meeting grant requirements and improving services.
Build reports and utilize program databases (extendedReach database and Zoho analytics) for accountability of program guidelines, to analyze and organize data, and summarize findings.
Ensure program compliance is met through coordination with CWS affiliate offices to ensure data is accurately and submitted timely through the CWS database.
Generate monthly snapshots at the national and affiliate level for all major indicators to track completion of milestones.
Meet with affiliates to review performance and support the Program Director to address any discrepancies.
Serve as CWS’ database expert; provide training and technical assistance to affiliates on database.
Monitor project activities, outputs, and progress, ensuring program delivery aligns with programmatic commitments and clients’ needs.
Develop monthly, quarterly, and annual programmatic reports and contribute to grant proposals and public information as needed.
Conduct affiliate monitoring visits with affiliate sites (remote and in-person) for the purpose of service accountability and program improvements.
Complete post monitoring reports and corrective action plans and submit to affiliates.
Participate in regular coordination calls and training facilitated by CWS.
Other responsibilities as assigned.
