Primary Purpose:
The Ukrainian Resettlement Services Associate is responsible for supporting the delivery of high-quality resettlement and integration services for Ukrainian Humanitarian Parolees primarily served through the newly created PC GAPS program across the CWS affiliate network. This position has responsibilities supporting the programmatic implementation and compliance of the PC GAPS program. The PC GAPS program is an Office of Refugee Resettlement funded 90-day program to provide intake, assessment, referral and case management support for newly arrived Ukrainian Humanitarian Parolees. The position also has responsibilities related to assisting with protocol development and implementation, database buildout in coordination with supervisor the CWS Data Management Administrator, data analysis, program development, training, technical assistance and proposal and report writing. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to complete assignments. This position is anticipated to be funded through September 29, 2023 with possibility of extension pending funding availability.

Essential Duties:
Maintain up-to-date self-education about resettlement and integration programs and develop specific expertise in the PC GAPS Program. Ensure other unit colleagues are informed as appropriate.
Maintain day-to-day contact and provide technical assistance to affiliates on PC GAPS program implementation and services. Serve as a key point of contact and subject matter expert on relating to the PC GAPS program for headquarters and affiliate network staff.
Coordinate with supervisor and CWS Data Management Administrator to support the build out online case management tool within the extendedReach database to track all ORR required data
Support implementation and overall compliance of the PC GAPS program in consultation with supervisor, including supporting timely reporting, staying up to date on programmatic changes and impacts to the grant
Assist in developing monitoring standards and protocol of the PC GAPS program in coordination with supervisor and conduct monitoring in accordance with developed standards.
Liaise and coordinate with colleagues regarding PC Intensive Case Management and other PC funded programs for reporting, client services or other areas of overlap
Liaise with Community Sponsorship and Engagement Team as it relates to overlap in UHP clients supported through community sponsorship and Private Sponsorship.
Propose and draft standard operating procedures and training materials to ensure high quality service provision by CWS affiliates.
Support the drafting of the MG, PC and other proposals related to resettlement and integration when requested.
Support the drafting of MG and PC semi-annual and annual narrative and data reports and other reports as requested.
Utilize established indicators and develop additional indicators, where appropriate, to measure achievement and evaluate outcomes; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement.
In collaboration with colleagues, develop and provide needs-based technical assistance and training; this may be provided through, e-learning modules, webinars, in-person trainings, communities of practice and one-on-one phone calls.
Liaise with other unit colleagues for the purpose of sharing relevant information regarding resettlement sites, particularly as it relates to services for Ukrainian Humanitarian Parolees.
Train and guide program monitors to assess compliance and support successful implementation of the PC GAPS program.
As requested, represent CWS at internal and external conferences, meetings, committees and working groups with CWS colleagues, national Resettlement Agencies, federal partners and other stakeholders.
Perform other related duties and projects as requested.

Qualifications:
Experience:
Experience in a local resettlement affiliate or a national office of a resettlement agency necessary; local resettlement affiliate experience strongly preferred;
Strong project and data management skills;
Understanding of especially vulnerable refugees’ case management needs required;
Knowledge/experience with monitoring and evaluation techniques preferred;
Experience working in case management databases required;
Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities;
Ability to maintain a high performance standard with attention to detail;
Experience in general office work, processing information and materials and maintaining records and files
Ability to travel to affiliate sites and be able to troubleshoot;

Skills:
Strong interpersonal and diplomacy skills; ability to work collaboratively and effectively with partners and teams;
Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS;
Knowledge and experience in working with Microsoft Word, Excel, Power Point and database software is essential;
Strong writing skills;
Ability to work in a multi-cultural environment required;
Ukrainian or Russian language skills a plus

Education and Certifications:
Bachelor’s degree or equivalent education and work experience.

Work Location:
This position is a remote role with some in-person responsibilities related to meetings or onsite technical assistance visits. Remote employees must be able to fulfil the following conditions:

Ability to maintain secure and appropriate personal work environment for day-to-day work
Access to strong and reliable internet access
Ability to adhere to CWS data security policies and protect sensitive and personally identifiable information
Regular work hours must span core business hours 10AM-4PM Eastern time
Close proximity to U.S. airport and ability to travel to attend CWS and external meetings, conferences and other in-person engagements.
Must use CWS provided equipment such as laptop and cell phone
