ORGANIZATION PROFILE: Catholic Charities Diocese of San Diego was founded in 1919 to provide service to those in need, to be a witness to the scriptural values of mercy, to advocate for justice, and to call all people of goodwill to join in these efforts. The agency responds to the needs of the poor in two counties of the Roman Catholic Diocese, San Diego and Imperial.

POSITION SUMMARY:
The Contract Compliance and Operations Coordinator assists with the development, implementation, and monitoring of data collection systems in all San Diego and Imperial County programs serving people experiencing homelessness. This team member reviews data entered for accuracy and completeness and ensures program processes are consistent with contract requirements. Identifies staff training needs related to documentation and, depending on the topic being addressed, may provide that training. Generates reports, recognize trends and recommends modifications to existing systems to improve the quality and efficiency of data collection processes. This team member also maintains a comprehensive list of all funding sources and reporting requirements including due dates and provides operational support.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

PROGRAM COMPLIANCE
a. Reviews the scope of work and related requirements of each contract; develops and maintains systems to ensure requirements are met
b. Develops monitoring tools and processes used to conduct internal program site-reviews
c. Performs internal reviews to verify each file contains all required documentation in an approved format
d. Creates and maintains contract files
e. Assists the Director of Homeless Services to develop and review policies and procedures to ensure
compliance with grant requirements and/or to incorporate best practices
f. Reviews and analyzes findings from internal and external program reviews to identify problem areas and/or evaluate progress toward
established goals
g. Assists in responding to corrective action plans from funders and implementing required changes
h. Provides feedback to Homeless Services management and direct service team members on internal review findings
i. Recommends modifications to documentation processes to improve efficiency and/or capture information about emerging trends

DATA COLLECTION AND REPORTING
a. Reviews RWC behavioral health service data tracking processes for accuracy and completeness
b. Reviews Clarity HMIS data to check for accuracy and completeness. Summarizes findings for management and follows up with appropriate employees
to correct errors
c. Runs reports and assists with resolving database problems
d. Serves as the HMIS Clarity Administrator for Catholic Charities. This includes enrolling new users in the Clarity system, closing their accounts when they
leave the Agency, ensuring required training is complete and that employees have access to the data appropriate for their roles
e. Serves as the department lead on implementing the ITK data collection system when available
f. Recognizes and alerts program managers to common errors and trends in data
g. Participates in staff training to ensure documentation and that data collected meets required standards
h. Collects and reviews monthly program reports and prepares reports as requested

OPERATIONAL PROGRAM SUPPORT
a. Collects monthly in-kind donation documentation and submits them to the Director of Philanthropy
b. Collects La Posada monthly rent collection logs
c. Attends staff meetings and training sessions as needed
d. Performs other duties as requested

QUALIFICATIONS, EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:

  • Detail-oriented, accurate, well organized with strong problem-solving skills
  • Must have strong computer skills and the ability to become proficient with database software. Proficient with Microsoft Word, Excel, and Outlook. Prior experience with Clarity HMIS preferred but not required
  • Ability to add and subtract five-digit numbers and to multiply and divide
  • Ability to write routine reports and correspondence; ability to generate basic statistical reports and percentages
  • Ability to read and interpret documents such as contracts, policies, safety rules, operating instructions, and procedure manuals
  • Ability to work effectively in a fast-paced environment and adapt to unexpected events
  • Ability to establish relationships and communicate effectively with management, employees, and outside agencies; ability to work effectively with others as part of a team and independently
  • Ability to apply common sense understanding to carry out instructions in written, oral, or diagram form
  • Commitment to the mission and values of Catholic Charities and the programs

CERTIFICATES, LICENSES, AND REGISTRATIONS:

  • Valid California Driver’s License
  • Current automobile insurance
