The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:This is a non-personal services contract to provide a Director of Music for Catholic and Protestant Worship Services in support of the Command Religious Program (CRP) at Marine Corps Recruit Depot San Diego (MCRD SD).

The Government shall not exercise any supervision or control over the Director of Music for Catholic and Protestant Worship Services performing the services herein. Such contract service providers shall be accountable solely to the Contracting Officer, who, in turn is responsible to the government as provided in the awarded contract.

2. Background: Music is an integral part of the Roman Catholic and Protestant- worship services. The technical expertise needed to provide live music in these services is beyond the capabilities of present government personnel. Services in the Roman Catholic tradition include organ, piano, guitar, flute and percussion music with vocal accompaniment in the form of opening Hymn, Responsorial Psalm, Offertory and Recessional Hymn and parts of the Mass such as the Gloria, the Gospel Alleluia, the Mystery of the Faith and the Great Amen. The Protestant worship tradition includes instrumentalists and vocalists that can play Protestant hymns, Gospel hymns, and Contemporary Christian music. Per US Navy Regulations,

3. Scope of Work The objective of this contract is to secure the Director of Music for Catholic and Protestant- Worship Services to provide music, provide for the set-up and tear down of the sound system, and coordinate worship band rotation that is essential for Sunday worship services and special holy days. The worship leader will also provide professional recommendations for the musical programs to the Recruit Training Regiment (RTR) Chaplain and the Civilian Religious Clergy (CRMP).

4. Objectives and Tasks: The Director of Music for Catholic and Protestant Worship Services will perform the following tasks: a. Provide for the setup, sound checks, and tear down the sound system for the 0830 Protestant service and the 1000 Catholic service. b. Coordinate the rotation schedule for worship bands to play on Sundays for the 0830 Protestant- service. c. Play the provided piano/organ, lead singing, and, if allowed by RTR leadership, incorporate recruit musicians and vocalists as well as active duty Marines for the 1000 Catholic service and 0830 Protestant service. If necessary, recruit volunteer musicians/vocalists from the local Roman Catholic community to assist specifically for the 1000 Catholic service. d. Edit the Power Point worship slides each week for the 0830 Protestant service and the 1000 Catholic service. e. Produce worship videos relevant to recruit audience to further support the overall messaging of the Protestant- service. f. Help worship bands pick songs that align with the theme of the sermon for 0830 Protestant- service, and confirm song selection with Catholic Priest leading the 1000 Catholic service by the Wednesday before Sunday Mass. g. If authorized by RTR leadership, develop and rehearse a recruit band for the 0830 Protestant service. h. Provide music support for Catholic Holy Day of Obligation religious observances designated by the RTR Chaplain and the CRMP: 0930 Mass January 1st The Feast of Mary, Mother of God; the 1900 Ash Wednesday Mass; the 1900 Mass on August 15th The Feast of the Assumption of Mary; the 1900 Mass on November 1st for All Saints; 1900 Mass December 8th for the Feast of the Immaculate Conception; the 0930 Mass on December 25th for The Nativity of our Lord; and, Protestant Christmas service. i. Notify the RTR Chaplain of any maintenance problems or acquisition needs concerning the government owned piano, organ, and/or any other musical or sound equipment. j. Provide two qualified substitutes able to perform all stated objectives and tasks for pre-qualification and approval by the RTR Chaplain within one week of contract award. These approved substitutes will be identified and will provide services when the Director of Music for Catholic and Protestant Worship Services is unable to provide services. The Director of Music for Catholic and Protestant- Worship Services will be responsible for ensuring and providing supporting documentation of the recommended substitutes qualifications and compensation for the services rendered by the substitute. Upon consultation and approval by the RTR Chaplain, the adequate substitute may be used for coordinated and agreed upon absences, such as illness or emergency leave. The Director of Music for Catholic and Protestant-Southern Baptist Worship Services will not be permitted to subcontract his/her services).

5. Schedule and Location: a. Period of Performance: The period of performance shall be a base period from 01 June 2020 to 31May 2021 with four (4) potential option years starting 01 June 2021. b. Normal Duty Hours. The Director of Music for Catholic and Protestant- Worship Services is responsible for providing services between the hours of on Sundays including Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. An alternative location will be provided by the RTR Chaplain. c. Place of Performance. The work to be performed under this contract will be performed at the base theater at the Marine Corps Recruit Depot San Diego, 1600 Henderson Ave., San Diego, CA 92140 or an alternate location during emergencies.

6. Worship leader Qualifications. The contracted Director of Music for Catholic and Protestant- Worship Services must be a qualified, able to perform well all of the tasks listed under Objectives and Tasks above.Interested Candidates are requested to forward their resume together with three references from individuals who can attest to the candidates good work and steadiness.
