Position Summary:
The Grant and Compliance Specialist will perform various contractual, financial, and general business tasks to assist in managing all matters relating to government and non-government agreements. The Grant and Compliance Specialist will work closely with the Homeless Service Director and Program Director(s) to oversee existing contracts and review new opportunities for government funding. The Grant and Compliance Specialist will liaise to establish and maintain good relations with grantors. The position will provide direct financial and administrative support to the County of San Diego, the San Diego Housing Commission (SDHC), and HUD billings. The Grant and Compliance will support the programs by swiftly and accurately processing monthly billings and staff allocation and identifying potential opportunities and enhancements to the administration and services provided by the program.

Essential Functions:
DUTIES & RESPONSIBILITIES: (not listed in order of priority)

Conduct suspensions and debarments (Megan's Law, SAM, OIG, and CA Department of Health Services/Medi-CAL).
Maintain prompt and accurate documentation, following agency and best standard practices
Review all assigned contracts and prepare written contract summaries for stakeholders.
Complete and submit billings promptly, including monitoring and compliance.
Monitor personnel requirements and compliance outlined in contracts & licensing regulations.
Compiles data for reports and ensures financial and programmatic reporting deadlines are met
Coordinates and manages grant-specific audits, monitoring and supporting implementation and communication of post-audit corrective actions.
Assists program staff in defining performance measures for all programs, including outcome measures.
Work with Homeless Services Manager and Divisional Finance Department to provide accurate financial reports.
In collaboration with the Homeless Services Director, assist with analyzing monthly financial activities and explain variances from budget to actuals every month with the preparation of program-related budgets and proposals, including Requests for Proposals (RFP), amendments, and other related functions, ensuring the agency’s ability to meet financial and programmatic requirements.
Prepare and submit reports to funding sources, coordinating with program and Finance Department staff to obtain essential information and report data.
At the direction of the Homeless Services Director, communicate with grantors and subcontractors regarding program changes, financial matters, budget modifications, addendums, extensions, non-compliance, and renewals.
Oversees proper maintenance of paper and electronic files of government contracts.
Notify programs of reporting deadlines and new and renewal applications for government funds.
Ensure that all contracts are billed accordingly every month.
Attend webinars, collaboration meetings, and training related to the contractual subject matter.
Filing and data entry.
Perform other duties as required.

Working Conditions:
Ability to walk, stand, bend, squat, climb, kneel, and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate a computer, fax, and telephone. Ability to lift to 25 lbs. Some travel is required to participate in training opportunities.

Minimum Qualifications:
Bachelor’s degree in business, economics, accounting, or related field.
Experience in billing and grants management from a recognized institution or demonstrated knowledge.
Firm understanding of Microsoft Office, including Word, Excel, Access, PowerPoint, Outlook, etc.
Experience in e-SNAPS, LOCCS, and HMIS preferred.
Must possess a valid driver's license and pass a criminal background.

Ability to meet deadlines.
Advanced computer skills (Windows, Excel, and Microsoft Office).
Ability to keep detailed financial reports, track multiple funding streams, and meet financial deadlines.
