POSITION TITLE: Program Manager

DEPARTMENT: Refugee Services

REPORTS TO: Director, Refugee, and Immigrant Services

FLSA STATUS: Exempt

TIME COMMITMENT: Full-time (40 hours/week)

SALARY: $65,000

POSITION SUMMARY:
The Refugee Services Program Manager is responsible for staff management and strategic program management of the cooperative agreements associated with Refugee Reception & Placement, Match Grant, Safe Passages Unaccompanied Minor Case Management, in addition to the San Diego Newcomer Project, the Transitional Housing Project, Asylum-Seeker Emergency Sheltering Operations, and other programs serving refugees and asylum-seekers.

ESSENTIAL FUNCTIONS:
Supervises the delivery of all Reception and Placement services, Matching Grant services, Refugee Cash Assistance services, Unaccompanied Minor Services, Transitional Housing services, Emergency Sheltering services, and Refugee Medical Assistance services.
Ensures compliance with performance standards and grant requirements, with guidance from the Director.
Identifies and implements actions to improve program goal attainment as necessary.
Oversees data tracking and program evaluation tools to monitor program outputs and outcomes.
Maintains current and up to date knowledge of US Resettlement Program and all other programs under their purview.
Monitor revenue and expenses on a regular basis.
Conducts intensive initial and ongoing training for staff in all aspects of program ensuring all program objectives, services and procedures are followed.
Procures relationships with housing programs, property management companies, and independent landlords to secure rentals for arriving refugees and residents of the transitional housing Project.
Ensures staff have accurate and complete documentation and filing of all case management services.
Develops monthly and quarterly reports and completes all required reports on time.
Develops close working relationship with community partners and promotes the involvement of local congregations and community members.

EDUCATION, EXPERIENCE:
Bachelor’s degree and three-years of experience in management, administration and supervision. Master’s degree preferred.
Experience with refugee resettlement, case management, and social services required.
Familiarity with populations, as well as knowledge of the resources and providers (governmental, civic, social, health, educational, economic, faith-based, etc.) that are available within the community/county to assist refugee and migrant families.
Bilingual in English and Spanish preferred
Excellent organizational, communication and interpersonal skills.
Training, education and experience with case management and trauma-informed care.
Ability to conduct self professionally while maintaining sensitivity to the cultural background and individual needs of a diverse staff.
Ability to represent Catholic Charities in a professional manner.
Proficiency with Microsoft Office Suite – including Outlook, Word, Excel, PowerPoint and Access – and other commonly used office software required
Familiarity with data management software and the use of databases for tracking the delivery of services to clients preferred

CERTIFICATES, LICENSES, REGISTRATIONS:
Valid California Driver’s License and DMV report that shows no violations or restrictions
Must successfully complete a DOJ live scan and FBI fingerprint check
Tuberculin Skin Test
CPR/First Aid Certification (desired)

PHYSICAL DEMANDS:
While performing the duties of this job, the employee is frequently required to walk; sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee is frequently required to stand. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision. The employee must travel to various locations as required by program.
