Description of Scope of Responsibilities. 

This position requires work in an interfaith environment with people from all denominations, faith traditions, and beliefs. Joint Base Anacostia- Bolling Chapel Tithes and Offering Fund (from now on called the Fund) is comprised of free-will donations collected from chaplain-led, faith-based programs that enhance the spiritual growth of active duty members, their families, and other authorized members of the military community. The CTOF Account Manager is the primary liaison between the local installation chapel team and the CTOF Accounting Section (CCAC), which provides centralized accounting, tax reporting, and management of CTOF accounts worldwide. The candidate, in coordination with key members of the chapel staff, monitors the budget, coordinates/approves funding documents, reviews accounting reports for accuracy, and advises on CTOF funding trends.

It is anticipated that all responsibilities of this contract can be performed in 20 hours per week. The Contractor must be able to provide customer service and office availability to complete required in-person tasks and training. This may include some weekends. Some hours may be scheduled as telework with prior coordination and permission from the contracting officer and Joint Base Senior Chaplain. Personal time off hours must be projected a minimum of 14 days in advance with the CTOF Contracting Officer. It must be aligned to the chapel customers' benefit, not the Contractor's. Contract personnel must be on-site a minimum of 3 different days each week.

  • Must be proficient and knowledgeable on the contents and policies of KAUFMAN 52-107, Chapel Tithes and Offerings Fund Management, and local operating instructions. After being fully trained, the Contractor may be asked to provide inputs on improvements to local operating instructions and procedures.
  • Work closely with the members of the Chapel staff and volunteers to provide coordination for supporting the needs of the Fund.
  • Serve as the primary point of contact with the CTOF Accounting Section.
  • Response to questions should be addressed within three duty days of request.
  • Manage the day-to-day operations of the CTOF Program, including planning budgets.
  • The candidate will monitor all CTOF budgets and manage them as approved by the Joint Base Senior Chaplain. The contractor will assist with the development of future budgets, prepare budget documents and submit them to the Joint Base Senior Chaplain for approval before sending them to the CTOF Accounting Section for processing.
  • The candidate shall provide timely processing of all CTOF funding documents and submit them to the CTOF Accounting Section, by KAUFMAN 52-107, local operating instructions, and supplemental procedural guidance provided by higher headquarters and the CTOF Accounting Section.
  • The candidate shall maintain healthy, functional interpersonal relationships with co-workers and Chapel customers, extending quality customer service at all times.

Education, Qualification, and Experience Requirements.

  • Must be at least 18 years of age. Must have at least two years of experience in accounting, as well as knowledge and understanding of general accounting practices and book-keeping. Prior experience with the Air Force Chapel Tithes & Offerings Fund is desirable but not required.
  • Must be available to participate in a qualifying interview and demonstrate essential budget management and customer service fundamentals.
  • Must furnish a resume and two letters of reference validating the education and experience requirements listed below.
  • Must have familiarity with using a computer, scanner, and printer. Familiarity with Microsoft Word, Microsoft Excel, and Microsoft Outlook. Familiarity with Microsoft SharePoint is preferred but not required.

Job Type: Part-time

Pay: $60,000.00 - $90,000.00 per year
