1.0 DESCRIPTION OF SERVICES

1.1 SCOPE OF WORK: The Joint Base Anacostia-Bolling (JBAB) Contemporary Service Music Director, under direction of the Contemporary Service Chaplain (CSC) will provide and coordinate all music requirements for the JBAB Contemporary Service. The CSC has final decision authority regarding all music of the Contemporary Service. Any and all changes with respect to music delivery shall be at the discretion of the CSC.

1.1.1 The music director must be knowledgeable and proficient in the Contemporary Christian Music genre.

1.1.2 The contactor shall be able to play guitar, piano, or keyboard proficiently; sing proficiently; lead worship effectively; and capably lead members of the Contemporary Praise Band.

1.1.3 The music director must be proficient in connecting, programming, and operating modern sound and video equipment.

1.1.4 The music director must be proficient in computer operation and designing worship video presentations using modern church presentation software.

1.1.5 The music director shall demonstrate positive and enthusiastic leadership skills under the leadership of the chapel.

1.1.6 The music director shall be able to communicate and demonstrate public relations skills within the chapel community.

1.1.7 The music director shall work to promote a spirit of cooperation, unity, and harmony with those involved in the music program, as well as other chapel staff members.

1.1.8 The music director shall present a professional attitude, dress, appearance, and behavior that is appropriate and consistent with a chapel staff position.

1.1.9 The music director shall select and plan appropriate music, including legally reproduced chord or lead sheets, for  the Contemporary Service as CSC requires.

1.1.10 The music director shall coordinate and conduct auditions and rehearsals as required by the CSC.

1.1.11 The music director shall assemble, disassemble, and adequately secure the sound system and supporting equipment for rehearsals, Contemporary Services, and special services as required by the CSC.

1.1.12 The music director shall actively recruit supporting musicians for the Contemporary Service Praise Band as required by the CSC.

1.1.13 The music director shall design video presentations, including legally reproduced lyric slides, for Contemporary

Services as required by the CSC.

1.1.14 The music director shall provide quality live music and lead praise & worship for Contemporary Services as required by the CSC.

1.1.15 The music director shall provide musical support for particular services required by the CSC.

1.1.16 The music director shall arrive at all functions at least fifteen minutes before the scheduled start time (NOTE:

Not considered a unit for payment).

1.1.17 The music director shall notify the CSC when unable to attend rehearsals or worship services at least two weeks in advance. Emergencies will be dealt with on a case-by-case basis.

1.1.18 The music director shall ensure that the CSC approves substitute music directors in advance.

1.1.19 The music director shall assume additional duties as requested by the CSC.

1.1.20 The music director shall meet with the CSC as needed to discuss concerns and requirements of upcoming services and special events (NOTE: Not considered a unit for payment).

1.1.21 The music director shall be responsible for and coordinate with the CSC for all areas not explicitly mentioned above.

1.2 FREQUENCY OF SERVICES: A “unit” is the basis for compensation. Compensation will be paid based on the following “units” after the “unit” is performed or provided. Any additional service or rehearsal “units” must be pre-approved by the CSC. The music director shall furnish the following units of service:

1.2.1 (52) Contemporary Services

1.2.2 (52) Contemporary Praise Band Rehearsals

1.2.3 (10) Special events as needed

1.3 MUSIC DIRECTOR QUALIFICATION: The Music director shall have a minimum of two years of of experience as a music director and worship leader within a contemporary military chapel community or a modern civilian church.

1.4 GENERAL INFORMATION:

1.4.1 Quality Assurance. The government will periodically evaluate the music director’s performance by the SOW. The government may inspect each task as completed or increase the number of quality control inspections if deemed appropriate because of repeated failures discovered during quality control inspections or customer complaints. Likewise, the government may decrease the number of quality control inspections if performance dictates. The government will also receive and investigate customer complaints about the installation. The contract shall initially validate customer complaints. However, the government representative shall determine the validity of customer complaints in cases of disagreement with the customer(s).

1.4.2 Performance Evaluation Meeting. The music director may be required to meet quarterly with the CSC and Contracting Officer (CO) during the preceding year of the contract. After that, meetings will be held as often as necessary, as determined by the CSC. However, if the music director requests, a meeting will be held. The music director, CO, and CSC will sign the written minutes of all performance evaluation meetings. Should the music director not concur with the minutes, the music director shall so state any areas of non-concurrence in writing to the CO within ten calendar days of receipt of the signed minutes.

1.4.3 Compliance with Laws and Regulations. The music director shall be knowledgeable of and comply with all applicable federal, state, and local laws, permits, Department of Defense (DoD), Department of the Navy (DON), and base requirements and instructions required for performing the duties in this SOW. The music director shall ensure that policies and procedures are established to protect the safety and welfare of customers, employees, and the community to eliminate safety risks.

1.4.4 Indemnification. The music director agrees to indemnify and hold the Government and the DON harmless, whether in tort or contract, for any loss or liability for injury to or death of music director personnel in transit

to, from, or during the period of attendance at any required locations in support of this service.

1.4.5 Base Access. The music director shall ensure compliance with all federal, DoD, DON, and JBAB vehicle identification policies for music director-owned vehicles. Vehicle registration, proof of insurance, and a valid driver’s license shall be presented for all cars to be registered. The music director will submit a complete list of all employees performing on this contract through the CO to Security Forces. Lost vehicle and entry passes shall be reported immediately to Security Forces and Quality Assurance Personnel.

1.4.6 Federal Holidays. Except Sundays, the music director shall not be required on-site during Federal

Holidays observed by the installation, such as New Year’s Day, the Birthday of Martin Luther King Jr., Washington’s

Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.

1.4.7 Performance of Services during crisis declared by the installation Commanding Officer. The music director shall not be required to perform any services during an emergency unleashed by the Installation Commanding Officer.

2.0 SERVICE SUMMARY: The music director's service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each condition. These thresholds are critical to mission success.
