JOB PURPOSE:
Support the ministry of the Parish and School by overseeing the day-to-day administration and operation in support of the Parish's mission; manage office and employment procedures of the Parish in a manner that supports the work of the Pastor and enables all Parish ministries to function effectively; manage Parish property; recruit and support volunteers; manage parish finances; and, assure a responsive administrative liaison between Pastor, staff and Parish councils.

General Responsibilities

It is required that this employee be an active, participating Roman Catholic.

Employment in and by the Roman Catholic Church is different from secular employment. Church employees must conduct themselves in a manner that is consistent with and supportive of the mission and purpose of the Church. The Church employee must engage in behavior that supports the faith, morals, and laws of the Church, the parish, and the Archdiocese of Saint Paul and Minneapolis. Serves as the chief administrator in support of the Pastor's responsibilities, and is the steward of the physical, financial, and personnel resources of the Parish and school.
Serves as a key parish management and collaborative position, which, together with the Pastor, School Principal, and other department heads, forms the core management team that ensures the pastoral and administrative needs of the Parish are sustained.
Serves as a staff liaison for the Finance Council as an ex-officio member and attends all meetings, ensuring that the Council is informed of parish finances.

Representative Responsibilities:
Financial Responsibilities

Oversees the daily financial activities of the Parish and School, which include accurate and timely accounting, control, purchasing, business planning and management, and reporting systems for all Parish and School financial matters under the rules of an accrual-based accounting system in accordance with GAAP and Archdiocesan policy. Oversees creation of monthly, quarterly, and year-end reports for the Pastor, Finance Council and Archdiocese.
Under guidance of the Finance Council and School Advisory Board, prepares annual budgets for the Parish and school. Implements the budget following approval and acceptance by the Pastor. Updates the Pastor, School Principal, Finance Council, School Advisory Board, and all department heads, on a monthly basis, with actual-to-budget comparisons.
Oversees the collection, counting, recording, and depositing of revenue from all collection sources, including fund-raising events, pledge drives, appeals, and any other sources.
Manages the cash, cash-related receipts, and investment of Parish assets under the guidance of the Finance Council.
Manages Parish banking relationships.
Manages any capital debt payments, secures financing, and maintains records of all debt transactions. Reports progress made on any debt to the Pastor and Finance Council. Serves on any committees organized to conduct Capital campaigns.

Human Resources Responsibilities:
Implements and administers personnel policies and practices including hiring and termination procedures, work rules, job descriptions, performance evaluations, payroll and benefits administration, and Equal Employment Opportunity reports, for all employees in compliance with Archdiocesan policy.
Evaluates subordinates through yearly performance appraisals.
Oversees coordination of volunteers and implementation of the guidelines and policies related to volunteers.

Administrative and Facilities Management Responsibilities:
Provides Project Management leadership for all campus capital and maintenance projects.
Works with the Pastor to implement the Parish and School Strategic Plan.
Attends meetings of staff. Finance Council, Parish Council and School Advisory Board.
Provides staff support to Finance Council.
Oversees Parish payroll and administers benefit policies as outlined by Archdiocese.
Approves invoices for payment and supervises the preparation of all accounts payable disbursements and employee payroll.
Manages insurance programs provided by the Archdiocese for property, liability, and employee coverage.
Authorizes the purchase of supplies, equipment and services, and the disposal of surplus property, utilizing competitive bid procedures when appropriate. Purchasing authority is limited to purchases of less than $1,500 and must not be initiated by the Incumbent. Any purchases, which exceed $1,500, or are initiated by the Incumbent, must be approved by the Pastor.
Assures that all official records of the Parish, including: financial, personnel, sacramental, census and operations, are properly maintained and secured.
Onboards all new employees.
QUALIFICATIONS

Job Qualifications:
To perform this job successfully, an individual must be a self-starter, problem solver and have the ability to multi-task. This position directly supervises 2-4 employees.

College degree in Business Administration, Accounting or Finance or related degree
Computer skills and knowledge of accounting practices and procedures

Recommended:
Catholic in good standing who demonstrates understanding and acceptance of Catholic doctrine
Knowledge and understanding of the Catholic Church and its mission
Experience working in a non-profit environment

Schedule:
8:00 – 4:30 and ability to attend weeknight and weekend meetings.
