OVERVIEW:

The Clinical Director is responsible for the overall management of the State-Licensed Substance Use Disorder treatment program. This includes providing clinical training and supervision and general oversight of day-to-day program operations. The Clinical Director is responsible for other duties assigned by the Executive Director. The Clinical Director oversees the Harbor Light Program programming, which currently consists of a residential treatment program and a withdrawal management and stabilization unit.

DUTIES:

1. PROGRAM MANAGEMENT:

a. Design, implement and manage recovery curriculum for the Harbor Light Program and Recovery Wellness Services.

b. Oversee a smooth transition between withdrawal management and treatment, including any referrals that might be necessary.

c. Oversee client treatment plans, recovery plans, and the overall treatment service.

d. Meet with each clinical team member regularly to supervise client treatment and progress.

e. Conduct weekly case conferences to review client concerns, grievances, and treatment issues.

f. Promptly address any grievances filed with the State of California Dept. of Healthcare Services Licensing and any other program service issues.

g. Ensure compliance with all local, state, and federal laws and regulations. This includes maintaining a written procedure to ensure that the program is held in a clean, safe, sanitary, and alcohol and drug-free environment.

2. PLANNING and DEVELOPMENT:

a. Act as a representative of the Executive Director in internal and external meetings as required.

b. Assist the Executive Director in current and planned strategic partnerships with future expansion opportunities for the Harbor Light Program, including Private Insurance Companies, Medi-Cal, Outpatient, and more.

c. Work with the Divisional Social Services Director and the Executive Director in maintaining high standards with the Agency’s National Social Services Standards.

d. Oversee quality improvement projects.

  1. SUPERVISORY:
  2. Oversee clinical and residential staff.

b. Conduct annual employee evaluations.

c. Ensure the accuracy of all direct-report hourly employee’s timesheets for payroll processing.

d. Approve time-off requests promptly according to policy and procedure.

e. Ensure that each Harbor Light Program team member is adequately trained for their position.

f. Supervise interns.

g. Participate in the recruitment process of qualified clinical team members for the Harbor Light Program.

h. Provide individual and group supervision while monitoring the clinical work of supervisees and providing individual and group supervision for addiction treatment and mental health staff and interns.

4. ADMINISTRATIVE:

a. Maintain a policy and procedure manual for the Harbor Light Program for staff and clients.

b. Assist with the attestations for compliance with Privacy obligations, including HIPAA and Title 42 Code of Federal Regulations, Part 2.

c. Ensure that a separate, current, and complete record is maintained for each client.

d. Provide timely oral and written reports to the Executive Director.

e. Other duties as assigned by the Executive Director/Administrator.

QUALIFICATIONS, SKILLS, and KNOWLEDGE:

o Master’s degree in social work, counseling, or related field and is a State Licensed Practitioner of the Healing Arts (LPHA)

o At least five years of experience in substance abuse treatment or certification in substance use treatment.

O, Experience working with clients with substance use, mental illness, and other potential barriers to self-sufficiency.

O, Experience in providing individual and group counseling.

o Culturally competent and able to work with a highly diverse population.

o Integrity to handle sensitive information confidentially.

o Knowledge of principles and techniques of social work, crisis intervention, client-centered counseling, and group facilitation.

o Proficiency with Microsoft Office and ability to use databases

o, Must not be on active probation or parole and clear with OIG Database.

o Valid CA Driver's License and completion of organization’s driver safety training within the introductory period

o First Aid and CPR certification (within the first fourteen days of employment – company provided).

  • Tuberculosis clearance (within the first seven days of employment).

o Excellent organizational skills and ability to multi-task with follow-through.

o Ability to maintain a flexible work schedule with some evenings and weekends.

o Ability to be on-call to handle concerns at all hours.

· Desired:

o Knowledge of theoretical orientations (co-occurring disorders, trauma-informed service delivery, and cognitive behavioral therapy).

o At least two years of experience providing services to criminal justice-involved individuals.

o Working knowledge of the Drug-Medi-Cal Organized Delivery System

o Knowledge of CARF Accreditation
