Position SummaryUnder the general direction of the Director of People and Culture, this position will perform a variety of HR functions including policy and procedures update, recruitment & hiring, onboarding, benefits administration, compensation plan updates and plan implementation, leave management, HRIS, training & development, employee relations, and Affirmative Action/EEO compliance reporting.

The People and Culture Generalist will also serve as a business partner to program/department directors and managers providing them with skilled advice and guidance in areas of workforce planning, recruitment, performance management and legal compliance issues.

 


Responsibilities: All responsibilities will be in line with the Council on Accreditation (COA) standards including:

Overall Leadership:

  • Commitment to mission and organizational sustainability: Model commitment to the CCEB vision and planning for sustainable organizational future of services, including work with the executive team when necessary and representation of the agency.
  • Work with staff, board of directors, donors, clients, and other Catholic social services to increase communication and collaboration with Catholic Charities and the Diocese of Oakland.

Strategic Management:

  • Participates in the annual budgeting and long-term strategic plan implementation process as it relates to Human Resources.

Essential Responsibilities:

  • Manage full scale recruitment process from job posting, resume review, interview, and selection.
  • Plan and conduct new employee orientation and onboarding
  • Administer the benefits program for eligible employees including health, dental & vision, 403(b) plan, and Flexible Spending Account. Serve as liaison to Reta Trust and resource to employees in facilitating questions or issues with the plans.
  • Coordinate open enrollments, changes, and training for employee benefits programs
  • Set up and maintain the HRIS/HRMS systems.
  • Maintain and update the Personnel Policy manual to ensure timely compliance with changing federal and state laws and local ordinances related to employment.
  • Provide Personnel policy and procedure guidance to employees and management.
  • Assist with payroll process.
  • Oversee workers’ compensation and leave management programs.
  • Monitor and maintain the compensation plan for competitiveness and equity.
  • Review job descriptions and conduct job evaluation, as needed when position responsibilities are changing to determine promotability to higher grade level.
  • Respond to managers and staff inquiries about policies and procedures, providing both managers with sound and compliant advice related to disciplinary action and terms of employment.
  • Coordinate with Director of People and Culture to conduct investigative interviews for employee complaints of harassment, discrimination, or retaliation by following the internal problem handling procedure at the agency.
  • Prepare compliance reports on annual or periodic basis and insure timely submissions, such as EEO-1, ACA reporting, Cal OSHA logs, etc.
  • Generate monthly reports for benefits invoicing.
  • Participate with Director of People and Culture in the development, design, and implementation of training programs for staff.
  • May be engaged in other activities as necessary to further the impact of HR within the agency.

 


Success Metrics:

  • HR processes are fully streamlined and easy to follow.
  • Employees receive accurate information and HR services in a timely fashion.
  • Policies and procedures are fully understood by all staff and compliance is fully enforced.
  • HR information system is fully deployed and functional.
  • Recruitment process is consistent and efficiently managed to insure optimal results in terms of timely placement and high caliber of candidate selection.
  • Professional development is enhanced through training

 


Benefit Status: Group medical, dental and vision insurance; 403(b) Plan, plus life and disability insurance, 18 paid holidays, vacation, and sick leave.

Minimum Requirements:

  • Minimum of 5 years human resource experience
  • Bachelor’s degree in Human Resources, business administration or another related field.
  • Excellent oral and written communication skills
  • High level knowledge of federal and state employment laws with proven ability to interpret and apply these laws in personnel policy updates
  • Excellent oral and written communication skills
  • Strong problem-solving and negotiation skills and tactfulness in interacting with staff and diverse clients
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint, Microsoft Outlook
  • Ability to multi-task, establish priorities and demonstrate flexibility in the performance of the job
  • Confidentiality is a key attribute for the confidential data and information
  • Effective presentation and facilitation skills

 


Preferred Qualifications:

  • PHR/SPHR certification and master’s degree highly preferred

 


Salary: $68,000-$83,300 per year
