Primary Responsibilities

  • Provides overall direction and supervision of day-to-day property management with oversight responsibility for control of the properties within the geographic region.
  • Performs standard supervisory functions, including recruitment, hiring, onboarding, training, coaching, mentoring, task assignment, performance evaluation, progressive discipline, conflict resolution, and allocating staff resources.
  • Ensures timely and accurate reporting for a portfolio, including vacancy and budget variances, staffing needs, upcoming inspections, and others, as needed.
  • Regularly visits site offices, inspects field operations, and reviews periodic reports from community managers to determine the progress of occupancy and maintenance projects.
  • Monitors and ensures adherence to all policies and procedures related to compliance with the Landlord Tenant Act, Section 8, Fair Housing practices, LIHTC, and funding sources such as Housing and Urban Development (HUD); Partners with internal Compliance Team to ensure compliance issues are addressed promptly.
  • Responsible for resolving resident relation issues and escalated complaints from residents.
  • Inspects properties to ensure the highest standards are maintained; evaluates maintenance, grounds, and housekeeping operations in areas of efficiency. Conducts periodic inspections of vacant apartments for market-ready conditions.
  • Assists in or develop corrective programs for properties when needed.
  • Supervises and coordinates preparation of annual operating and capital budgets; monitors and makes recommendations on budget performance and prepares monthly or quarterly summary reports.
  • Other duties as assigned.

Qualifications and Requirements

  • Bachelor’s Degree from an accredited university is strongly preferred.
  • Current Certified Occupancy Specialist (COS) and Tax Credit Certification preferred.
  • Travel within the assigned region as needed to fulfill primary responsibilities and duties.

A valid driver's license, reliable personal vehicle, personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies are essential job requirements.
Knowledge Skills & Abilities

  • Knowledge of Federal, State, and Local Policies and Fair Housing policies affecting low-income, Section 8 property management preferred.
  • Excellent written, oral communication, and presentation skills.
  • Ability to manage effective teams and develop strategic solutions.
  • Knowledge of basic financial management principles.
  • Ability to understand and respect values, attitudes, and beliefs that differ across cultures and to respond appropriately to these differences with participants and in planning, implementing, and evaluating programs and services.
  • Proficiency in MS Office Suite and knowledge of YARDI software.
  • Specific knowledge of Tax Credit rules and regulations and current HUD knowledge are preferred.
  • Prior experience supervising staff.
  • Knowledge of property maintenance function and prioritization.
  • On-site Property Management and lease-up experience.

Physical Requirements
Generally, minimal physical exertion is required—prolonged periods of sitting at a desk and working on a computer. Occasional lifting of heavy items and building materials occurs. Must be able to lift 25 pounds at times. Regular travel (20%) as required to meet essential duties. Must access and navigate properties and the organization’s various office facilities.

Job Type: Full-time

Pay: $95,450.00 - $105,395.00 per year
