The primary mission of LCEF is to provide financial resources and related services for ministry, witness, and outreach of The Lutheran Church – Missouri Synod. In so doing it shall raise funds primarily through the issuance of corporate notes and other debt instruments. Its assets shall be used exclusively for the following: To provide financing and services for the acquisition of sites; the construction of facilities; the purchase of buildings and equipment; operating expenses; professional church worker education; the residential housing needs of professional church workers; and other purposes approved by its governing board consistent with the ministry and mission of the Synod under policies approved by the Board of Directors of the Synod.

Reporting Relationships
Reports to the Assistant Vice-President, Finance.

Summary
The Treasury and Budget Specialist is responsible for performing LCEF’s treasury functions, monitoring the operating account balance, assisting with monitoring investment trades, and assisting the Senior Budget and Strategic Analyst by being a resource to users of the budget system, and performing monthly processes. Additionally, this position is responsible for preparing documentation for several LCEF committee dockets, the offering circular, and insurance renewal.

Essential Job Functions

  • Responsible for processing treasury functions and reviewing investment transactions.
  • Process outgoing wire transfers, monitor incoming wires and incoming/outgoing ACH’s.
  • Coordinate stop payment requests.
  • Process the daily receipts and cash deposit.
  • Review cash balances daily to assure adequate cash is maintained in the operating account.
  • Purchase monetary instruments from LCEF’s bank as needed.
  • Make weekly tax payments through the EFTPS system.
  • Review investment transactions to ensure they are properly executed.
  • Provide authorized LCEF staff access to the vault.
  • Responsible for helping with the budget system and processing.
  • Serve as a backup resource to assist users with questions.
  • Assist with monthly processes and providing administrative assistance.
  • Assist with quarterly budget analysis.
  • Responsible for preparing documentation and administrative support.
  • Prepare financial information for quarterly board of directors’ meetings.
  • Assist in the preparation of financial information for the Offering Circular.
  • Prepare monthly interest rate information for review by the Interest Rate Committee.
  • Update Cost of Funds Graph for LCEF’s Intranet Site.
  • Complete Interim Trial Balance and update BRM rates.
  • Assist with preparing monthly support for the ALCO meetings.
  • Responsible for the maintenance of adequate insurance for LCEF and interfacing with the Risk Management department of the Synod.
  • Responsible for financial analysis and what-if scenarios as assigned.
  • Responsible for providing back-up support for the Administrative Assistant-Finance.
  • Assist with other projects as assigned by the Assistant Vice President-Finance.


Education and Experience
Associate degree in Accounting, Finance, Business Administration, or related field. Bachelor’s degree preferred.
Three years of experience with emphasis in banking operations.
