Jefferson County’s Business & Finance department provides specialized financial management for the Human Services department, leading the Accounting and Budget teams.

Jefferson County is one of the largest counties in Colorado and is located just west of Denver in the foothills of the Rocky Mountains. The County building is located in Golden, home to the Coors Brewing Company, the National Renewable Energy Laboratory, and the Colorado School of Mines. It is a 20-minute drive or 35-minute train ride from downtown Denver.

The Ideal Candidate:
The Budget Analyst Supervisor is responsible for supervisory and organization activities, leading all aspects of the budget development and monitoring processes, payroll functions, and special projects as assigned for the Human Services department. This position coordinates budgetary review of Board of County Commissioner briefings for the department. The ideal candidate provides guidance and supervisory support while training and reviewing technical work for budget analysts and payroll support staff.

Under limited supervision, the Budget Analyst Supervisor performs responsible, technical, and analytical work with considerable latitude for the use of initiative and independent judgment. Supports budget team with their Divisional assignments and acts as a liaison between the budget team and external entities. Verifies and validates financial and regulatory reports for submission. Ensures compliance with audit requirements from state and federal agencies.

This position typically operates on a traditional 5-day workweek (Monday-Friday, 8am-5pm), in a hybrid environment, with in-office and remote work as needed.

Target Hiring Rate: $81,950 USD Annual

Essential Duties:
Evaluates best practices for budget development/budget document, analyzes and reviews budget requests, prepares and monitors program performance measures, prepares budget instructions and training others. Validates financial reports for accuracy. Reviews financial and performance metrics across the department. Performs statistical and comparative analyses of spending and distribute revenue and expenditure projections to the management team. Submits reports and records as required.

Supports budget team with their Divisional assignments and acts as a liaison between the budget team and external entities. Prepares information for auditors from county, federal, and state agencies. Works with the management team and state agencies to ensure regulations and reporting requirements are followed. Directs system account maintenance to ensure financial data exchange between the county and state systems. Verifies and reviews general ledger adjusting entries. Provides technical assistance and program specific guidance to accounting staff during month-end process.

Supervises, coaches and develops budget and payroll staff. Oversees and leads routine personnel areas, including recruiting, interviewing, hiring, training, and scheduling. Performs staff evaluations and coaches for success. Works with staff in developing and achieving short- and long-term goals and objectives promoting personal and organizational growth. Submits personnel records and reports as required by the County. Assists and advises staff as necessary, resolves problems as non-routine situations arise, and ensures adherence to policies, procedures and standards.

Minimal Qualifications:
Bachelor’s degree;

Plus, a minimum of three years of experience;

Or an equivalent combination of education and experience.

Preferred – Supervisory experience
Excellent problem solving and interpersonal communication skills preferred
Strong leadership, mentorship, and/or supervision skills
Independent critical thinking and analysis
Advanced level Microsoft Excel a plus
Workday experience plus
Demonstrating initiative, innovation, and resiliency
Ability to articulate clearly and effectively to varying levels of customer
Strong understanding of the nuances of government accounting
Passionate about agency's mission and vision
