Catholic Charities of The Archdiocese of Miami, Inc. is one of the largest Non-Profit Organization with locations in Broward, Dade and Monroe counties with programs in Early Childhood Education, Adult Daycare, Refugee Resettlement, Temporary Housing Assistance, Emergency Services and Substance Abuse is currently seeking a Program Specialist for the Foster Parent Program (Unaccompanied Refugee Minors Program) located in Kendall, FL. This is an exempt position that will be working as part of a multidisciplinary team of professionals. Incumbent is responsible for but not limited to licensing and relicensing of foster homes, tracking overcapacity waivers, conducting outreach and recruitment of foster parent, risk management and quality assurance to meet the needs of the unaccompanied refugee minors. All activities within this position are completed in accordance with agency policy and procedures, Department of Children and Families (DCF), accreditation standards, other regulatory guidelines and tenets of the Catholic Faith. The Incumbent in this position demonstrates sensitivity to the service population’s cultural and socioeconomic characteristics.

Duties and Responsibilities:

Licensing & Relicensing of Foster Homes:

  • Exhibits thorough knowledge of the Florida Administrative Code 65C-45.
  • Ensures initial and/or re-licensing files are aligned in compliance with the related Florida Administrative Code and Florida Statutes.
  • Conducts pre-screening and home inspections before the pre-service training and at the time of the final Unified Home Study.
  • Coordinates and conducts at least 2 parent preparation pre-service training per fiscal year.
  • Supports retention strategies to increase foster parent satisfaction by conducting quarterly Retention Activities for licensed foster parents in collaboration with the Program Coordinator and the Social Workers.
  • Communicates timely to the Program Director of concerns or incidents reported or observed related to a foster home or child(ren) in foster placement potentially impacting child well-being and/or child safety.
  • Assists in crisis intervention to foster care parents.
  • Maintains current available homes.
  • Develops, plans, coordinates, and facilitates on-going foster parent training program: Conducts quarterly training for foster parents or facilitates training material/ videos/ or presentations to ensure development of new parenting skills, and develops written materials for foster parents, such as a handbook, brochures, and other informational material.
  • Tracks the progress of foster parents to comply with the 8 hours of in-service training to meet re-licensing requirements.
  • Coordinates the Annual Foster Parent Gathering in collaboration with the URMP staff.
  • Coordinates the function of respite placements.
  • Provides guidance to case managers regarding foster home issues or problems.
  • Participates in the DCF Monthly Licensing Calls
  • Participates in multidisciplinary team meeting regarding recruitment, match meetings, Best Interest Placement Staffing
  • Provides training to the URMP staff to keep abreast of related changes in foster home regulations.
  • Keeps FSFN updated with any changes related to the foster family including but not limited: Incident Reports; Staffing concerning foster families and placement issues, changes in the family composition, etc.

Outreach and Recruitment of Foster Parents:

  • Develops, reviews and revises the Annual Targeted Recruitment and Retention Plan in collaboration with the Program Director.
  • Develops the monthly Targeted Recruitment Calendar in collaboration with the Program Director
  • Conducts at least 6 targeted recruitment activities per month.
  • Builds a prospect network and related campaigns to establish an ongoing pipeline of candidates.
  • Conducts and attends networking and marketing events and represent the agency at fairs, promotional presentations, and other events to recruit foster parents.
  • Raise awareness in the community, through visiting community locations and leaders, and following up on referrals to source potential recruits and further enhance community relationships.
  • Promotes the program through social media with at least 3 posting per week.
  • Records through tracking and reports on the statistics necessary to measure the effectiveness of various recruitment efforts, and report regularly on pipeline activity.
  • Conducts at least 3 Foster Parents’ Information sessions per month.
  • Tracks licensing milestones and identifies issues of licensing.
  • Develops own promotional material in collaboration with the Program Director.

Risk Management and Quality Assurance:

· Performs PQI functions as assigned by Supervisor.

· Participates monthly in the fire drill

· Timely and accurately submit Unusual Incident Reports and include all relevant documentation required by regulatory bodies.

· Must be available to work beyond your regular schedule in crisis situations or if there is a declared agency emergency.

Additional Duties:

· Participates in all related trainings, in-services, and staff meetings as required by COA and funding /licensing sources.

· Attends mandatory conferences and trainings as scheduled for professional development.

· Incumbent will comply with all policies, procedures and requirements necessary to perform the functions of this position.

· Ability to work a flexible schedule including early mornings, late evenings and some weekends.

· Performs other duties as assigned by supervisor.

Physical Demands:

· The work is usually sedentary, but may require long periods of standing, walking and /or bending and some light lifting. The work is performed both in an office and community setting.

· Travel within Miami- Dade and in Broward

Educational and Experiential Requirements:

· Bachelor’s degree in social work or related area of study with two (2) years of related experience or; Master’s degree in social work or a related area of study from an accredited college or university.

· Certified Child Welfare Case Manager Certification Required

· Child Welfare Licensing Counselor Certification (preferred)

· Candidate will need to obtain Child Welfare Licensing Counselor Certification within 12 months from date of hire.
