Responsibilities:
- Provide vision, oversight and management of TPFC General Foster Care Program and ensure effective implementation of, and adherence to, regulatory/contractual requirements.
- Directly supervise up to four Resource Parent Support Services (RPSS) Supervisors.
- Ensure that all RPSS staff receives effective and consistent supervision.
- Direct and coordinate all activities and operations to ensure effective and fiscally responsible program operations; directly monitor and manage program budget, including revenue and expenditures.
- Maintain, develop, implement and revise, as necessary, TPFC Foster Care Program policies and procedures.
- Monitor Case assignments and oversee intake process and placements in certified homes.
- Coordinate, plan and facilitate regular administrative, admissions, and all-staff meetings to disseminate/solicit information, improve the quality and integrity of services, and resolve issues.
- Actively partner with quality assurance staff to establish, enhance and monitor quality improvement, risk management, and quality assurance initiatives to ensure the highest quality service delivery.
- Provide timely, accurate and complete reports on services for internal and external purposes.
- Establish and maintain relationships with other agencies and stakeholders. Represent the organization to various stakeholder groups to promote the organization.
- Monitor and ensure compliance with all regulatory and licensing requirements governing the program, staff and service recipients.
- Actively participate in agency-wide efforts to enhance the continuum of services.
- Act as a liaison with various agencies developing and/or strengthening referral and funding sources.
- Maintain current knowledge in the field by networking with other similar organizations and active participation in professional organizations.
- Evaluate and recommend changes in methods or procedures to improve program operations.
- Establish relationships with internal staff, intake, and CUA intake, CUA TQM and ASAs.
- Plan and support efforts to keep trainings developed via support groups and appreciation events.
Staff Management
- Hire, motivate and lead a high performing team committed and capable of providing high quality services.
- Foster an accountable and productive work environment. Establish/maintain a climate that attracts, retains and motivates high performance.
- Ensure the caliber of diverse staff with skills appropriate to meet the needs of those served.
- Provide constructive and on-going supervision for all direct reports. This includes the implementation of staff. performance evaluations and providing ongoing performance feedback that utilizes TPFC’s Corrective Action procedures as needed.
- Model TPFC’ score competencies holding staff accountable to do the same.
- Facilitates new hire orientation as related to program and/or services.
Contributing to the Team
- Facilitate regular meetings with staff to ensure priorities are clear, coordination is good and communications are open.
- Develop additional methods for ongoing effective communication.
- Cooperates and communicates as a multi-discipline staff team member through formal meetings, informal consultations and committee participation.
- Models traits of a responsible team member, executing job responsibilities, open communication, good follow through; supports team members to do the same.
- Respond promptly to the concerns and interests of the clients, parents, guardians, funding entities and other TPFC staff.
Administrative Activities
- Ensure compliance with all TPFC’s policies and procedures, including confidentiality and reporting suspected abuse in accordance with policies and procedures.
- Follow all documentation requirements, reports are complete, thorough, timely and follow prescribed format.
- Prepare and delivers reports to outside agencies as appropriate; ensures reports are maintained in an accessible manner.
- Adhere to DHS performance evaluation guidelines and state regulations.
Skills:
- Ability to provide program leadership vision and direction including establishing and executing program policy and procedures.
- Ability to foster a cooperative work environment.
- Knowledge and understanding of child welfare system to include PA Child Protective Services law and Adoption and Safe Families Act, Philadelphia DHS Scopes, and COA.
- Should have at least basic knowledge of substance abuse, sexual abuse, domestic violence issues and treatment.
- Ability to effectively communicate verbally and in writing to diverse audiences and in diverse venues.
- Ability to hire and develop a caliber staff capable of providing high quality services, accountable to job responsibilities and motivated to achieve high performance.
- Strong computer skills in all Microsoft office applications including data management skills.
- Project management skills and the ability to resolve complex problems and issues.
- Skill in organizing resources and establishing priorities.
Physical Demands/Work Environment:
- Routine social service office environment for children and adolescents. Employee may be involved in de escalating client behaviors using TPFC approved techniques. Potential exposure to blood borne pathogens.
- Ability to independently utilize routine office equipment.
- Ability to independently travel outside of agency to various neighborhoods throughout the city.

Experience:
- Minimum of three or more years of supervisory and/or management experience in program(s) serving children and families; direct experience in foster care strongly preferred.
- Experience in dealing with county agencies, managed care network, school system, and other community agencies.
Education Requirement:
- Master’s Level or higher professional with the major field of study being social work, psychology, counseling, family therapy, or other human services field.
- PA Child Abuse History Clearance, PA Criminal Record Check, FBI clearance and medical clearance.
- *This position includes the normal physical demands associated with managing a social service or similar program, including lifting, bending, and carrying; and travel to other facilities throughout the Philadelphia area. It also requires availability and flexibility to participate in projects, services, programs and activities during regularly scheduled workdays, evenings and weekends.
