Job Purpose

Human Resources Generalist providing guidance and expertise in the areas of training, compensation, benefits and employee relations to parishes and agencies within the Archdiocese of Philadelphia which includes the Archdiocesan Pastoral Center, Catholic Social Services, Catholic Housing and Community Services, St. Charles Seminary and parishes. Additionally, this position manages documentation and reporting requirements for external compliance, including EEOC, Affordable Care Act and unemployment. Finally, the HR Manager will support various level HR duties as needed including onboarding, training, benefits and employee relations.

Duties and responsibilities

Under general supervision, helps insure compliance with governmental and internal regulations and policies by coaching supervisors, monitoring job actions, and at times auditing documentation;
Under general supervision, provides guidance for supervisors and pastors regarding appropriate compensation, hiring, leave administration, and addressing employee performance issues;
Provides guidance for employees to assist in resolving questions, problems or grievances;
Attends Unemployment Compensation hearings on behalf of the Archdiocese as needed;
Utilizes Pennsylvania Unemployment software to track claims pertaining to the Archdiocese with the goal of enhancing efficiency of claim management and controlling the cost of claims;
Interfaces with payroll to obtain reports, metrics and analytics, helping to ensure accuracy of records and providing comprehensive information required for strategic initiatives and decisions;
Assists staff and management in understanding and following personnel policies and procedures, including performance management, attendance, leave administration;
Assists hiring managers with recruiting process and sourcing qualified candidates.
Processes new hires and terminations for Archdiocese Pastoral Center and related offices, conducts exit interviews for departing employees;
As needed, assists with exempt level HR functions including retirement, benefits, leaves administration, employee performance, employee grievances and disciplinary actions;
Monitors performance evaluations for Catholic Social Services staff;
Maintains Safe Environment clearance and training tracking data for Pastoral Center employees;
Administers leave, including FML for Archdiocese Pastoral Center Employees and related entities;
As needed travels to parishes, schools and other archdiocesan entities to assist in Human Resources related matters;
Reports Workers' Compensation claims and coordinates work between employee and the third-party Workers' Compensation Administrator. Assists in resolution of billing issues with open claims;
Consults with department managers on employee relation matters including terminations and advises department managers. Recommends appropriate HR related actions to support operational goals;
Creates and maintains jobs descriptions including sample job descriptions for parish jobs;
Administer medical, vision, and dental benefits for Archdiocesan priests;
Troubleshoot medical, vision, and dental claims by working with benefit providers;
Coordinate voluntary benefits with outside vendors
Coordinates and participates in HR events and projects;
Promotes, organizes and implements employee wellness programs;
Other duties as assigned.

Qualifications

Bachelor's Degree in Human Resources or related field required;
Master's Degree (or participation in accredited Master's Program or SHRM certification) preferred;
Sound knowledge of principles and practices of Human Resources and their application;
Effective oral and written communication skills and analytical skills;
Ability to organize and manage multiple priorities;
Strong computer skills (Microsoft Office Suite);
Strong interpersonal skills
Ability to work with and maintain confidential information.

Physical requirements

While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tool or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products and supplies, up to 30lbs.
