Essential Duties:
The CWS Houston Director is responsible for the oversight of programs, staff, and services of the CWS Houston office. Key responsibilities include the leadership of staff, business development, office operations, and stakeholder relations, as well as sustaining and growing programs and ensuring programs remain in compliance with donor expectations and are properly implemented. The Director represents CWS at the local level, building and maintaining relationships with community-based organizations, local service providers, elected officials, and immigrant communities, serving as a resource and promoting the services and programs operating out of the CWS Houston office. Programmatic oversight includes Immigration Legal Services, Asylum Seeker Case Management, disaster response and recovery, and local supervision of Unaccompanied Children (UC) Home-Study Post-Release Services (HS/PRS) programs.

Responsibilities:
Supervision and Leadership
Engage actively with local leaders and community to advance CWS’s mission and work; maintain and nurture collaborative working relationships with state and local agencies, as well as partners and other service providers.
In collaboration with the US Regional Director Southwest, implement annual strategic plan at the local level. Seek input from staff and program teams to contribute to the strategic vision for the Houston office.
Oversee local office operations and ensure local implementation of CWS policies and procedures, including procurement, IT, and safety and security protocols.
In coordination with CWS’s Human Resources team, manage the CWS Houston recruitment, hiring, onboarding, and performance management, ensuring alignment with CWS HR policies and procedures.
Directly supervise a team staff; Create and execute dynamic staff training plans, conduct regular staff performance evaluations, and manage staff development activities.
Ensure a safe space environment in which all individuals are welcome regardless of race, color, national origin, gender identity, sexual orientation, religion, age, political affiliation, disability, or social group;

II. Programs and Finance

Implement local programming for the CWS Houston office. Oversee the effective delivery of services and programming to immigrants in the Houston and surrounding area; Oversee the successful execution of federal contracts and privately funded initiatives.
Ensure high quality program design and community collaboration across programs; Promote a strength-based approach to service delivery that acknowledges the value and gifts of the individuals we serve.
Perform an ongoing analysis of program needs to respond to the changing needs of refugees, local communities, and local and state officials, and make recommendations to CWS headquarters (HQ); Create effective and strategic new project initiatives, programming, and services.
In collaboration with CWS Finance team and Regional Director, develop and oversee annual operating budget; regularly review the office operating budget to ensure appropriate grant spending and budget management; Ensure that program managers/staff effectively oversee project budgets; establish budget expectations and ensure consistent communication between programs and finance teams.
Maintain CWS’s commitment to evidence- based programming by ensuring that documentation of services provided, and data collection are accurate and complete, so that program effectiveness can be properly evaluated; Conduct regular programmatic audits to ensure quality in service provision and fulfillment of documentation requirements.
Assist in the completion of programmatic and financial reports for funders as required.

III. Development and Community Relations

Cultivate local donor relationships; interface with faith-based, corporate groups, and private foundations to maintain and expand relationships, as well as funding base; Plan events and fundraisers to raise the profile of the CWS Houston office
Maintain professional and positive public image of the CWS office; engage with the local media outlets and develop working relationships to promote the work of the CWS Houston office.
Actively engage the local community, including communities of faith, higher education, public and private entities, service providers and individuals in the development of an informed, welcoming community for newcomers.
Manage external messaging of the CWS Houston office, including print materials, website and social media; ensure consistency with tone and messaging of CWS national.

Requirements

Graduate Degree in social work, international relations, non-profit management or relevant field preferred; Bachelor’s degree or equivalent required.
Minimum 8+ yrs progressive related professional experience with social services or humanitarian assistance programs; strong preference for previous experience with direct service delivery to clients.
Minimum 5+ yrs management experience, including staff management, program development, monitoring, evaluation and advocacy experience.
Experience working with undocumented migrant populations and unaccompanied children highly preferred.
Successful and significant fundraising and grant writing experience; excellent written and oral communication skills. Ability to speak effectively in public.
Solid diplomatic and relationship building skills; demonstrated ability to build and nurture teams; ability to lead effectively and enhance internal and external relationships, including partners and donors.
Proven people management and leadership skills; demonstrated ability to deliver results and translate words into action. Ability to lead staff and promote productivity in a pleasant, welcoming, respectful and collaborative environment.
Previous financial management experience, including effective management of program budgets.
Ability to work successfully and with utmost integrity and respect in cross-cultural environment and with limited English speaking client population.
Ability to think and work independently. Strong organizational skills with ability to multi-task, set priorities, effectively manage time and meet deadlines. Ability to be flexible and work well under pressure in a fast paced team environment.
Computer literacy required including knowledge of Microsoft Office Suite.
